A new Gallup poll shows a disturbing trend among the American public. The number of Americans who identify themselves as Republican has declined over the past year, while the number of Independents who lean Democrat has gone up. The Wall Street Journal - "Everyone deserves a break, even the U.S. Senate. But enough already. It's been two months since Samuel Alito was confirmed to the Supreme Court and it's past time Senate Republicans got back to work confirming appeals-court judges. They won't have 55 seats forever. Or perhaps even after November 7. Judges are a key issue for the GOP's base, who could stay home on Election Day rather than turn out for Republicans who shilly-shally about confirming President Bush's nominees. There are 17 vacancies on the appeals bench, including nine pending nominations. They deserve to be filled as soon as possible before the summer recess... We guess we should be happy that no one is talking about filibusters these days. This time last year, the fight over the Democrats' unprecedented use of the judicial filibuster was coming to a head and Republicans were threatening to change Senate rules to prohibit its use. The single biggest accomplishment of the Senate last year was breaking the filibusters to confirm a string of highly qualified candidates for the appeals courts and then going on to confirm two Supreme Court nominees. The advice-and-consent clause of the Constitution gives the Senate the duty to vet all federal judicial nominees. Now it's time for the remaining nominees to have the up-or-down floor votes they deserve."

Medicare- The Medicare program is facing insolvency as baby boomers approach retirement. The recently enacted drug benefit only compounds the problem. It burdens future generations with trillions of dollars of new debt and jeopardizes the existing drug coverage of many working and retired Americans. The other recently enacted Medicare changes, while complex and numerous, fall far short of the serious structural reform that the program desperately needs. Washington must look again at Medicare and fix the program.
Medicaid: Greatest Increase in Welfare Since Great Society The Medicaid program has grown from covering 34 million individuals in 1999 to 47 million last year, and Medicaid costs have soared from $159 billion in 1997 to $295 billion in 2004 – an increase of 85 percent. The federal government pays 59 percent of Medicaid costs; the states pay the rest. The rising costs are crushing many states, who say rising health costs are contributing to deficits. Medicaid enrollment now even outpaces enrollment in Medicare, and many states are spending more on Medicaid than on anything else, including education. Said Michael Cannon, director of health care studies at the Cato Institute: "Shame on us for creating perverse incentives that cause people to give up private coverage for Medicaid."

Tax Reform The 2001 and 2003 tax cuts were the biggest since Ronald Reagan's first term as President. Not coincidentally, the GDP growth in the third quarter of 2003 was the largest since Reagan's first term. Pro-growth tax changes have helped pull the economy out of recession and helped trigger a strong recovery. But to sustain growth, tax rate reductions need to be made permanent and further tax reforms should be enacted. Corporate tax rate reduction, lowering the double-taxation of saving, and streamlining of the tax code are all part of a pro-growth agenda. "Worldwide" taxation, a policy that puts American businesses at a disadvantage against their foreign competitors, should also be eliminated. Ultimately, the Internal Revenue Code must be replaced by a simple and fair flat tax.

School Choice Vouchers Parents of all incomes should have the opportunity to choose for their children the best educational option available to them--whether in public, private, religious, or home schools. Students should be free to attend a safe and effective school rather than being assigned to a chronically underperforming school. The current monopoly system, in which government is the primary provider of funds for education, has not served students well. A system based on competition, freedom, flexibility, and accountability to parents will produce greater excellence and equip the next generation of American citizens.
